Richard W. Carter graduated from Texas Tech University’s School of Law and was licensed to practice law in Texas in 1973. Richard Carter is also admitted to practice in the Northern, Eastern, Southern and Western Districts on the United States District Courts; the United States Courts of Appeals (5 th and 8 th Circuits); and the Supreme Court of the United States of America. His post-law school education includes training at the FBI Academy in Quantico, Virginia, and the National Judicial College at the University of Nevada at Reno.

Earlier in his career he was a criminal defense attorney; the County Attorney of Hunt County, Texas (Greenville); Police Legal Advisor of the Waco Police Department; member of the faculty of Baylor University’s Journalism Department; a law enforcement instructor at several other universities; and Judge of the Arlington (TX) Municipal Court. He is a past Chair of the Texas Police Attorneys Association, Legal Officers Section of the International Association of Chiefs of Police (IACP), and the Municipal Judges Section of the State Bar of Texas. Richard also served two terms as Chair of the Texas Crime Stoppers Advisory Council in the Criminal Justice Division of the Governor’s Office, and was the Executive Director and General Counsel for Crime Stoppers International. He worked with the Combined Law Enforcement Associations of Texas for nearly twenty (20) years.

Richard has appeared throughout the United States and internationally as a guest speaker on criminal justice topics at law enforcement conferences, and on radio and television. He is the author of several books, including Court Security: For Judges, Officers and Court Personnel, published by LexisNexis.
